Rebels on the Mountain by Jack Durish

Nick Andrews is on a mission to spy on his own nation's diplomats, businessmen, and mafioso, to learn how they made a mess of everything in Cuba. The Senate Foreign Relations Committee Chairman has lost faith in the State Department and the CIA to tell him the truth, not because he mistrusts them but rather because he doesn't believe they've been paying attention. Nick arrives in Havana as Castro lands his tiny invasion force at the opposite end of the island and immediately runs into Fulgencio Batista, the dictator, Ernest Hemingway, the Noble-winning author, and Lucia Comas, the niece of the family Nick has traveled with to provide cover for his mission. Romance as well as action and adventure ensue.
